Montreal is a metropolis of about 4 million people, in Quebec, Canada’s largest province. Situated on the St. Lawrence River, it enjoys an excellent location, only 90 minutes from Toronto and New York, and less than 1 hour by car from the U.S. border. Through NAFTA (North American Free Trade Agreement), it has direct trade consumer users of nearly 500 million people. Choosing Montreal for study or residence means gaining the advantages of a stunning international metropolis; Montreal’s economic vitality and cultural diversity far exceed any first-class city in the world.

Québec Experience Program
What is the PEQ program? Study | Immigration
The PEQ (Québec Experience Program) took effect on February 14, 2010. It is intended to issue a CSQ to short-term technical work-permit foreigners and foreign graduates who meet the conditions, for example a foundation in French speaking and listening, to speed the selection of technical workers, ease talent shortages, and increase immigration. Its purpose is for foreign talent working in Quebec and international students studying in Quebec to obtain permanent residence and stay to work in Quebec.
The CSQ (Quebec Selection Certificate) is unique to Quebec. Applicants who meet the requirements obtain a CSQ, and then apply to the Canadian federal government for a maple leaf card (permanent resident card).
The PEQ program has different study models, but overall it is divided into four stages (see the PEQ application process and models for details).

Why choose the PEQ program? Study | Immigration
- No investment, no entrepreneurship, low cost (see Quebec vocational education course operations and related questions for details); the whole family obtains a Canadian permanent resident green card.
- Short application cycle, no queue or long wait, fast status.
- Low risk, clear official requirements, high approval rate if conditions are met; almost 100% of students meeting the requirements obtain PR (see PEQ feasibility for details).
- Study as a starting point gives newly arrived students an excellent adaptation period.
- Study and immigration both: a vocational skills training certificate issued by the Quebec Ministry of Education, recognized by the Canadian government and society.
- Programs closely match urgent local job-market needs, making local employment easy.
- Generous work salaries, plus Canadian local social welfare protection.
- After permanent residence, easier travel to the U.S.; with a passport, visa-free travel to the U.S. and more than 180 other countries and regions.
- After successful immigration, parents or grandparents can be sponsored for a Super Visa to reunite in Canada.
